CITY OF MELVILLE LOCAL GOVERNMENT
Is a legislated Body Corporate (s2.5(2)) with a Council
(s2.6(1)) as its Governing Body. (‘Board of Directors’)
In spite of the Local Government Act, evidence
dictates the Body Corporate functions as a right wing
Autocratic Monopoly exerting power of control
over its ‘Board of Directors’ (Council).
It is able to function this way because it is
exempted from normal Corporations Law by being
separately protected under State Legislation.
For as long as Local Government Councils are not
respected for their close affinity to Corporation Boards,
conflict and disputation will remain a way of life through
having two sets of different laws to manage such similar concepts.

(1)
The City of Melville Local Government has not supported community conferences, seminars and learning workshops or infrastructure facilities suitable for their delivery.
(2)
Neither the City nor Council actively engage in community information sharing meetings.
(3)
Councillors allow administrators to speak for Council despite this being prohibited in legislation.
(4)
Both administrators and Council refuse to recognise or manage documented substandard conduct or governance non-compliances unless resolution thereof provides an express benefit to employees.
Annual Report
Councils annual report does not include reporting on integrity, honesty, non-compliance, misbehaviour or misconduct.

Unhappy Environment
Never mind global warming lets stop Melville residents cooking!
While an Urban Forest policy is a worthy topic, the Policy written for Council by City administrators is guaranteed to deliver a future inter-generational cost legacy from a failure to address:
– support for local indigenous fauna and flora;
– damage to public and private infrastructure;
– impacts on ground water reserves;
– public, private & road safety
– conflict with other ‘stand alone’ Melville policies
– inadequate management resources
